Capacity-building for biosafety post-2020

In decision CP-9/3, the COP-MOP acknowledged the need for a specific action plan for capacity-building for implementation of the Cartagena Protocol and the Supplementary Protocol on Liability and Redress that is aligned with the post-2020 Implementation Plan for the Protocol and complementary to the long-term strategic framework for capacity-building beyond 2020 (decision 14/24) and welcomed the indicative schedule of activities for the development of the specific action plan contained in the annex to the decision.

The COP-MOP also assigned a central role for the Liaison Group on the Cartagena Protocol in the development of the post-2020 capacity-building action plan and the long-term strategic framework.

Main steps in the development of an action plan for capacity building for the Cartagena Protocol and of biosafety elements in the long-term strategic framework for capacity building beyond 2020

  • Invite for and compile views and suggestions on the possible elements of the long-term strategic framework for capacity-building beyond 2020 as well as possible elements of a specific action plan for capacity-building on biosafety, covering the Cartagena Protocol and its Supplementary Protocol. See notification 2019-027 (28 February 2019) and the submissions received.

  • Face-to-face meeting of the Liaison Group to contribute to the development of the draft action plan for capacity-building for implementation of the Cartagena Protocol and its Supplementary Protocol as well as to the draft long-term strategic framework for capacity-building beyond 2020, as appropriate.

  • Consideration of output by Subsidiary Body on Implementation and subsequently by COP-MOP 10.
