In its decision CP-9/7
, the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol (COP-MOP) decided to develop a specific Implementation Plan for the Cartagena Protocol on Biosafety (Implementation Plan) as a follow-up to the Strategic Plan for the Cartagena Protocol on Biosafety for the period 2011-2020 and outlined a process for its development.
The meeting of the Parties decided that the Implementation Plan would: (a) be developed as an implementation tool; (b) reflect elements of the Strategic Plan for the Cartagena Protocol for the period 2011-2020 that are still relevant; (c) include new elements reflecting lessons learned and new developments relevant to biosafety; (d) ensure sufficient flexibility to account for developments during the implementation period; and (e) comprise indicators that are simple and easily measurable to facilitate the review of progress in the implementation of the Protocol.

, the COP-MOP acknowledged the need for a specific action plan for capacity building for the implementation of the Cartagena Protocol and its Supplementary Protocol (capacity-building action plan) that is aligned with the Implementation Plan and complementary to the long-term strategic framework for capacity-building beyond 2020 and welcomed an indicative schedule of activities for the development of the capacity-building action plan.
Based on views submitted in response to notification 2019-027, and following the guidance by the COP-MOP, the Executive Secretary developed a draft Implementation Plan which was reviewed during open-ended online discussions, held from 8 to 22 July 2019. The report of the online discussions is available here.
On the basis of input provided during the open-ended online discussions, the Executive Secretary prepared a revised draft Implementation Plan.
The Executive Secretary also developed a draft capacity-building action plan, taking into consideration the views submitted in response to notification 2019-027.
The revised draft Implementation Plan and the draft capacity-building action plan, as well as information on the process for their development and sources consulted is available in the documents prepared for the thirteenth meeting of the Liaison Group.
The Liaison Group reviewed the revised draft Implementation Plan and the draft capacity-building action plan. In the report
of its meeting, the Liaison Group provided advice on the further development of the plans.
Following the thirteenth meeting of the Liaison Group, the Secretariat further revised the Implementation Plan and the capacity-building action plan, taking into consideration the advice provided by the Liaison Group. As part of this, the Secretariat developed an introductory text for the Implementation Plan and the capacity-building action plan, addressing inter alia: the linkage between the Implementation Plan, the capacity-building action plan, the post-2020 global biodiversity framework and the long-term strategic framework for capacity-building for the Convention and its Protocols beyond 2020; evaluation and review; priorities and programming; and resources.
The introductory text includes some information that depends on developments in other ongoing processes. This information appears in italics within brackets and will be revised and updated as the discussions under these processes continue.
The tabular part of the Implementation Plan and the capacity-building plan have been presented alongside one another to show the alignment and complementarity between the two plans and to avoid duplication.
The two plans are presented for review by Parties, other Governments, indigenous peoples and local communities and relevant organizations from 5 December 2019 until 17 January 2020 (see Notification 2019-110
The review of the two plans has been combined given their alignment and complementarity.
